WhatsApp Business API pricing in Lebanon and the UAE (November 2026)

As of November 2026, WhatsApp Business API pricing works per delivered message: Meta charges USD 0.0576 for a marketing template delivered to a UAE number and USD 0.0392 to a Lebanese number, and USD 0.0157 (UAE) or USD 0.0091 (Lebanon) for a utility, authentication or service message. Messages your customers send are free, and each business number gets 1,000 free service messages a month.

These are Meta's list rates from its official rate cards, effective 1 October 2026 and checked on 8 November 2026. Providers that connect you to WhatsApp may add their own fee, and Meta can change its rates once a quarter, so the date matters as much as the number.

How Meta charges: per message, by category and by country

Since 1 July 2025, Meta has charged per message rather than per conversation. Three things decide what each message costs:

  • Whether it was delivered. Meta charges for delivered messages only, not for messages sent.
  • Its category: marketing, utility, authentication or service.
  • The country code of the number it reaches. The rate follows your customer's number, not your company's address. A Beirut company messaging a +971 number pays the UAE rate, and a Dubai company messaging a +961 number pays the Lebanese one.

Meta sets all of this out on its pricing page for the WhatsApp Business Platform, the current name for what most people still call the WhatsApp Business API, and links the full rate cards from there.

The four message categories (and Meta's AI agent)

Every message a business sends has exactly one category, and so one charge:

  • Marketing templates: offers, announcements, invitations, re-engagement and any follow-up that promotes what you sell. Templates can be sent at any time, once the person has opted in.
  • Utility templates: non-promotional messages tied to something the customer did or asked for, such as an order confirmation, a delivery update, a payment reminder or an account alert.
  • Authentication templates: one-time passcodes and other identity checks.
  • Service messages: free-form replies sent within 24 hours of the customer's last message. They need no template, but only exist because the customer wrote first.

A fifth category, Meta Business Agent, covers replies written by Meta's own AI agent. It is charged by tokens rather than by message, at USD 2.00 per million tokens, which Meta estimates at about 4 to 5 US cents per message. Replies written by your team, or by a third-party AI tool, count as ordinary service messages.

Meta decides the category when it approves a template, and a template that mixes an update with a promotion is categorised as marketing under Meta's template guidelines. Write each template for a single purpose if you want it billed as utility.

The rates for UAE and Lebanese numbers

Lebanon is not named on Meta's rate card. Numbers starting +961 are billed at the "Rest of Middle East" rate, which also covers Bahrain, Jordan and Yemen. The UAE has a line of its own. Rates per delivered message, effective 1 October 2026:

CategoryTo a UAE number (+971)To a Lebanese number (+961)
MarketingUSD 0.0576 (AED 0.2115)USD 0.0392 (AED 0.144)
UtilityUSD 0.0157 (AED 0.0576)USD 0.0091 (AED 0.0334)
AuthenticationUSD 0.0157 (AED 0.0576)USD 0.0091 (AED 0.0334)
Service, after the free 1,000USD 0.0157 (AED 0.0576)USD 0.0091 (AED 0.0334)

In plain terms, a marketing message to a client in Dubai costs a little under 6 US cents, and to a client in Beirut about 4 cents. A utility message, or a service reply beyond the free tier, costs about 1.6 cents to a UAE number and under 1 cent to a Lebanese one. You can check any market yourself on Meta's interactive rates page. Volume discounts exist for utility and authentication messages, but they start above 100,000 utility messages a month in a single market, far beyond what a sales team sends.

What is free

Three kinds of message cost nothing:

  • Everything your customers send you. Meta never charges for messages from a user to a business.
  • The first 1,000 service messages each month, on each business number. The allowance resets monthly and does not roll over. A team with a number per rep has 1,000 on each number.
  • Messages in a free entry point window. When someone writes to you from a Click to WhatsApp ad on their phone and you answer within 24 hours, your answer opens a window of up to 7 days in which marketing, utility, authentication and service messages to that person are free. Replies from Meta's AI agent are still charged.

This is why a wa.me link on your website, quotes and email signature is worth adding: the client writes first, the 24-hour window opens, and your replies are service messages drawn from the free 1,000 rather than paid templates. Our WhatsApp link generator builds one in a few seconds.

What changed on 1 October 2026

If you priced WhatsApp before October, three changes affect your budget:

  1. Service messages are charged again beyond the free 1,000 a month per number. They had been free since November 2024.
  2. Utility templates sent inside an open 24-hour window are charged again. They had been free since July 2025.
  3. Marketing rates went up for the UAE and for the Rest of Middle East region, which includes Lebanon. Kuwait, Oman and Iraq left that region and now have rates of their own.

Meta does not deliver service messages beyond the free tier for accounts with no payment method on file. And any article or quote that still talks about "free service conversations" or a price per conversation is out of date: Meta stopped pricing by conversation on 1 July 2025.

What the WhatsApp Business API costs a small B2B team

Say a team of three in Beirut works Lebanese clients from one shared number. In a month it sends 200 marketing templates to open or reopen conversations, 100 utility messages such as order confirmations, and 1,500 free-form replies inside the 24-hour window. Meta's charges would be:

  • Marketing: 200 × USD 0.0392 = USD 7.84
  • Utility: 100 × USD 0.0091 = USD 0.91
  • Service: the first 1,000 replies are free, then 500 × USD 0.0091 = USD 4.55
  • Total: USD 13.30 for the month

The same volumes sent to UAE numbers would come to USD 11.52 + USD 1.57 + USD 7.85 = USD 20.94. Two habits move the bill more than anything else: how many marketing templates you send, and whether conversations happen inside the 24-hour window, where a reply costs a service rate or nothing at all.

Currency, and who bills you

Meta bills in the currency chosen when the WhatsApp account was created, from 16 currencies that include US dollars and, since April 2026, UAE dirhams. There is no Lebanese pound option, so a Lebanese business picks dollars or another of the 16. The currency cannot be changed later, although Meta provides a migration tool.

If you connect through a provider or a CRM, it may pay Meta for you and invoice you, sometimes with a margin or a platform fee on top. Ask for Meta's charges and the provider's fee as separate lines, and check the first against Meta's rate card; our own pricing page lists what each plan includes. In LeadsMind, the WhatsApp CRM opens first conversations with approved templates, records consent on the contact and respects the 24-hour window, so your team stays within Meta's rules without having to memorise them.

When prices can change next

Meta changes rates only on the first day of a quarter (1 January, 1 April, 1 July or 1 October) and gives at least a month's notice of a rate change. The earliest the figures above can move is 1 January 2027, so check the date before you build a budget on them.

FAQ

Is the WhatsApp Business API free?

No. Meta charges for each delivered marketing, utility and authentication template, and for service replies beyond the first 1,000 a month on each number. Messages customers send you, and messages inside a free entry point window, cost nothing.

Do I pay when a customer messages me?

No. Meta charges only for messages from a business to a user. A customer's message also opens a 24-hour window in which you can reply without a template.

Why is Lebanon not on Meta's rate card?

It is, as part of a region. Lebanon (+961) is grouped with Bahrain, Jordan and Yemen under "Rest of Middle East", and messages to numbers in all four are billed at the same rates.

Does it matter where my company is registered?

Not for the rate. It follows the country code of the number you message, so a Lebanese company writing to clients in Dubai pays the UAE rate for those messages.

Is it cheaper to go through a provider?

Meta's list rate is the same whichever way you connect. A provider can make the work easier, but its own fee comes on top of Meta's charges, so compare both.
